8 independent work streams that can proceed concurrently without cross-dependencies (at the non-CLOSED layer).

## Track 1: Subagent Observability + Parallelization Core
**Theme:** Make harness invocations observable and concurrent.
**Foundation:** GAP-SUBOBS-001 (Critical)

This is the largest and most critical track. It chains streaming output capture through subagent progress tracking into parallel execution and ultimately feeds the coordinator process pattern.
